Designed by Lou Noland and Richard Schlecht, the designs depict historical moments from three centuries of U.S. postal history. A portrait of Benjamin Franklin, and images of a printing press, mail rider, and Independence Hall represent the 18th century. Images of a civil war soldier, Concord stagecoach, and pony express rider represent the 19th century. Airmail pilot Charles Lindbergh, and images of a railway mail car, a 1931 Model A Ford mail truck, and a JN-4H "Jenny" biplane represent the 20th century.
